South Beach Psychiatric Center Administration Building
Bradford Management served as the construction manager for the Dormitory Authority of New York State (DASNY) to convert an old pool facility into a two-story administration building for the South Beach Psychiatric Center in Staten Island, New York.
Bradford Construction Corporation provided construction management oversight for the complex conversion of an existing pool into a two-story administration building. The footprint of the project area was about 4,000 square feet. During the pre-construction phase Bradford reviewed the design documents for correctness and constructability, conducted a value engineering analysis and assisted with the preliminary cost estimates. Our early involvement allowed us to introduce protective methods to prevent flooding, develop noise and dust control and ensure safe conditions for workers, visitors, patients and staff, all of whom occupied the building during construction.
During the construction phase, Bradford oversaw and coordinated the work of four prime contractors and their subcontractors, the erection of a new structural steel system that was retro-fitted within the building’s existing shell, the installation of mini-piles, upgrades to mechanical, electrical, plumbing and sprinkler systems, installation of new impact windows and fireproof doors and new life-safety and alarm systems. Bradford successfully managed the project close-out phase, conducted the training of hospital personnel and obtained the certificate of occupancy. Bradford’s project management staff performed and coordinated the document control activities using the Primavera Expedition system, which enabled the client, the architect and the project manager to communicate easily and expeditiously.


Bronx Children's Psychiatric Center Roof Replacement
Bradford Construction Corporation oversaw pre-construction and construction activities as the construction manager for this project. The pre-construction phase included a thorough analysis of the existing roof and probes, and a moisture test, cost estimate, design review and review of site safety requirements. Since the building was fully occupied during the construction phase, extra attention was given to the development of the site safety plan and the daily precautions needed to operate a safe and acceptable work area.
The construction phase included sensitive and thorough asbestos abatement immediately followed on the same day by the installation of mechanically fastened Perma Ply 28 with one-ply vapor barrier material, thereby ensuring that the building would be water tight. The construction system was carefully coordinated to avoid interrupting the daily operations of the facility.
The scope of work also included the repair and replacement of roof drains, the installation of cap flashing, roofing insulation, and additional three-ply membrane system and aggregate.
The roof replacement project was approximately 60,000 sq. ft.


Institute for Basic Research - Roof Replacement and Asbestos Abatement
Bradford Construction Corporation was selected by DASNY to be construction manager for a partial roof replacement and associated asbestos abatement project for the Institute for Basic Research. This project required that Bradford supervise three prime contractors: HVAC/plumbing, electrical and general. The operation included the removal of existing roofing systems on the penthouse, tower, clinic and multi-purpose wing roofs. Additionally, Bradford managed the installation of approximately 40,000 sq. ft. of new roofing that included a cold-applied modified bitumen system, and a fluid-applied membrane system. Also new roof drains, a new roof railing and new lightning protection systems were installed, and deteriorated concrete was repaired.
Work on the roofing system of the multi-purpose wing incorporated new ductwork with 11 ceiling cabinet unit heaters and associated controls and piping, a new exhaust fan, a new suspended acoustical ceiling, a new power panel and new lighting.
Asbestos was removed from an area of approximately 21,000 sq. ft. that included the first-floor multi-purpose wing, restrooms and a corridor above the ceiling, sprayed-on fireproofing material, sidewalk sheds and asbestos-containing roof materials.

Institute for Basic Research - Cooling Tower Replacement
Bradford Construction Corporation was selected by DASNY to manage the removal of the existing cooling tower and replacing it with a new tower.
The cooling tower project scope of work included removal and disposal of the existing tower, removal of stainless-steel exterior panels for reuse, new retaining walls, floor slab, pre-fabricated stairs and new aluminum deck plates. Further mechanical work included removal of a 14-inch Y strainer and exterior piping, and installation of two 450-ton nominal capacity cooling towers. The tower incorporates a stainless steel sump and fill, new fan motor, new piping and electrical connections and controls. The new cooling tower was connected into the existing piping.
New VFD controls were installed, and concrete retaining walls and a concrete slab were installed in addition to existing concrete piers. Landscaping and architectural fencing also were placed.

Peter's Place Reconstruction
Work on the Peter's Place reconstruction project, recipient of the New York Construction News "Best of 2000" award, had to proceed while maintaining full services for New York's frail elderly homeless population on a 24 hour basis.
In order to save Peter's Place it took careful planning, critical scheduling, added funding and the maintenance of a partnership among all involved participants. On an average workday, construction had to proceed without disturbing the 150 homeless adults who are assisted by Peter's Place staff, and without disrupting the 2,100 meals a week that are served there.
The project required underpinning for part of the floor structure of the existing building built in 1840. With the kitchen, medical facility and bathrooms gutted and under complete reconstruction, food was brought in for the clients from another location. GE trailers were provided with bathrooms and showers for the clients and BCC managed the permitting process for these temporary amenities.
Throughout construction, Bradford maintained a safe, odor-free and non-threatening environment while providing the operations staff at Peter's place with immediate access to direct services.
